Apple has been making it very difficult to download & reinstall macOS recently. For best results connect the laptop directly to the router using an Ethernet cable to eliminate any possible WiFi issues.
It is possible the hard drive on your laptop could be starting to fail. Installing an OS is very stressful and perhaps it was unable to download a critical component to the drive. To check the health of the hard drive run DriveDX. If the drive shows as healthy, then post the report here using the 'Additional Text' icon which looks like a piece of paper.
